The public is informed that travel and entry to the Philippines for non-Filipinos is limited to foreign nationals who have been granted exemption from the temporary travel ban and visa suspension, in relation to a specific purpose.

Foreign nationals who are neither diplomats nor seafarers and have an urgent need to travel to the Philippines at this time, for reasons falling under the purview of the listed National Government Agency (NGA) of the Philippines below, may apply for exemption from the temporary suspension of visa issuance by submitting a formal request for exemption from the current temporary ban on visa issuance.

Providing humanitarian assistance relative to disasters other than the pandemic

Meritorious requests approved by the evaluating NGA will be endorsed to the Department of Foreign Affairs. The DFA will then issue the corresponding authorization and instructions to the Embassy for the issuance of the applicable entry visa.

The endorsing NGA will inform the requesting foreign national that his/her request for exemption from the travel ban has been approved, to signal the foreign national to lodge an application for an entry visa at the Consular Section of the Embassy.

Note:

Diplomats coming to the Philippines on official business of their sending State (or being sent on foreign assignment to the Philippines), foreign seafarers coming to the Philippines to fulfill their calling as vessel crew, and other foreign nationals coming to the Philippines for family reunification (either married to a Filipino spouse / or as foreign parent of a Filipino child) are not subject to the above guidelines.
