Marriages solemnized in Indonesia between Filipinos or between a Filipino and a foreign national should be reported to and registered with the Philippine Embassy.

After registration, the Philippine Embassy transmits the Report of Marriage, through the Department of Foreign Affairs (DFA), to the Philippine Statistics Authority (PSA), which is the central repository of civil registry documents in the Philippines.

WHO MAY REPORT

  • Either or both contracting parties in marriage
  • Duly authorized interested party

WHEN TO REPORT

Ideally, the informant/s should report the marriage to the Philippine Embassy within one (1) year from the date of marriage1 of the contracting parties to avoid delay in the registration. Delayed registration (beyond 1 year from the date of celebration of marriage) entails additional documentary requirements, procedures, and fees.

For those seeking delayed registration of marriage, a posting of public notice2 at the Embassy’s bulletin board for a period of not less than ten (10) days will be undertaken by the Consular Section. If after 10 days, no opposition to the registration was received by the Embassy and upon evaluation, the Consular Section is convinced of the veracity of the application, then the delayed registration of marriage will proceed.  

PROCEDURE

  2. Submit the complete requirements below to the Consular Section of the Philippine Embassy. The filing time of the application, including payment of fee, can be checked on this link
  3. After five (5) working days, claim the personal copy of the ROM from the Consular Section.

Once the dispatch details of the ROM are provided by the Department of Foreign Affairs’ Office of Consular Affairs - Civil Registry Division (OCA-CRD), the Embassy will notify the informant of the dispatch details through email. The dispatch details include the reference number used to obtain the ROM from the Philippine Statistics Authority (PSA).

REQUIREMENTS

  1. Personal appearance of the informant and his/her valid government-issued identification card (e.g. passport, KTP, or any ID card with photo and signature).
  1. Documents:

Note: Please provide an official English translation if the documents are not written in English or are not bilingual.     

2.1. Original and four (4) photocopies of the Foreign Marriage Certificate  issued by Pencatatan Sipil (for non-Muslim spouses) or Buku Nikah issued by Kementrian Agama (for Muslim spouses) and a corresponding Apostille Certificate issued by the Indonesian Ministry of Law and Human Rights (KEMENKUMHAM).

2.2.  Original and four (4) photocopies Birth Certificate of both parties

            1. For Filipino Nationals - Birth Certificate from the PSA with a corresponding Apostille Certificate issued by the DFA
            2. For Foreign Nationals - Birth Certificate issued by the country of birth

2.3. Original and four (4) photocopies of the valid passport/qualified identification document of the contracting parties

2.4. If delayed registration, i.e. applicants are married for more than one (1) year

1. Two (2) notarized Affidavit of Delayed Registration

The affidavit should explain the particulars of the delay in registration. It can be executed by the applicant and notarized by the consular officer of the Philippine Embassy. If the applicant opts to avail the services of a notary public of Indonesia, the notarized affidavit must be accompanied by an Apostille Certificate from the Indonesian Ministry of Law and Human Rights (KEMENKUMHAM).

2. Two (2) notarized Joint Affidavit of Two (2) Disinterested Persons

The joint affidavit should be executed by persons who have direct knowledge of the facts of marriage. If the affiants opt to avail the notarial service of the Embassy, the personal appearance of the affiants with valid government-issued identification card is required at the Consular Section. If the affidavit is notarized by an Indonesian notary public, the notarized affidavit must be accompanied by an Apostille Certificate from the Indonesian  Ministry of Law and Human Rights (KEMENKUMHAM), and the personal appearance of the affiants at the Consular Section  is not anymore required.

 

2.5. For Widowed Filipino Spouse – submit Death Certificate issued by PSA or authenticated/aspostilled foreign death certificate of previous spouse.

For Annulled/Divorced Filipino Spouse - submit the following:

a.) Original DFA-Apostilled PSA-issued Marriage Certificate with annotation on annulment or divorce (whichever is applicable) and clear photo copy, and

b.) If through annulment, original DFA-Apostilled Court Order and Certificate of Finality dissolving the previous marriage and a clear photo copy. 

If through divorce, original DFA-Apostilled Philippine Court Order recognizing the foreign divorce judgment or decree and capacitating both spouses to remarry, and a clear photo copy.

       For Widowed Foreign Spouse – submit Death Certificate of previous spouse.
       For Divorced, Annulled or Legally Separated Foreign Spouse – submit copy of foreign decree / decision;

PROCESSING PERIOD

The personal copy of ROM for the applicant/informant will be available after five (5) working days.

For irregular cases of vital event registration that needs additional assessment and evaluation by the consular officer, the processing period will take longer than five working days. Depending on the nature of the facts of marriage that ought to be established, additional documents might be required by the consular officer on a case-to-case basis.
