Foreign nationals who will travel from one country to another country with transit in the Philippines may apply for a 9B transit visa at the Philippine Embassy except for foreign nationals who are categorized as visa-free to enter the Philippines (BI Memorandum Circular No RAD-JR-12-0816).
A passenger without a 9B transit visa but transiting the Philippines shall be under airline custody. They are not allowed to leave the vicinity of the airport and shall remain in the airport transit lounge until their actual date and time of departure.
A transit passenger with a 9B transit visa may be allowed a period of stay of no longer than seventy-two (72) hours or a maximum of three (3) days in the Philippines.
The nationals of the following countries must have KITAS/KITAP in Indonesia for them to lodge their 9B visa application at the Philippine Embassy in Jakarta (FSC 049-2019):

Otherwise, these nationals can only file or lodge their 9B visa application at the Philippine Embassy/Consulate in the country of their origin or place of legal residence.
PROCEDURE
- Submit in person the visa application together with the documentary requirements at the Embassy’s Consular Section.
Visa applications are received by the Consular Section everyday, except Saturdays, Sundays, and holidays, from 9:00 a.m. to 12:00 noon WIB, on a first-come, first-served basis. Prior appointment is no longer required. - After the application is filed and the corresponding visa fee is paid, visa applicants will be notified through email of the status of their visa application.
REQUIREMENTS
Applicants should be able to present the requirements with English translation, if written in any other language.
In all cases, the visa officer has the right to require additional documents not listed herein to establish facts and confirm information about the visa applicant and his/her purpose of travel.
- Duly accomplished visa application form (FA Form no.2)
Original with wet / fresh signature of the applicant. - Original passport and photocopy of its data page.
The passport must be valid for at least six (6) months beyond the authorized period of stay in the Philippines. The passport must have at least four (4) blank pages for the visa and Philippine Immigration entry/exit stamps. - One (1) piece 3.5cm x 4.5cm (passport-sized) colored photograph, preferably taken within the last six (6) months
The applicant should be in decent attire and the photograph should be a headshot. - Confirmed onward air ticket
- Valid visa for the original country of destination, if required
- KITAS/KITAP (Stay permit)*
To prove legal residence in Indonesia, *nationals of Algeria, Democratic People’s Republic of Korea (North Korea), East Timor, Egypt, India, Iraq, Jordan, Lebanon, Libya, Nigeria, Pakistan, Palestine, Somalia, Sri Lanka, Sudan, Syria, and Yemen should be able to present a stay permit, either KITAS or KITAP.
PROCESSING FEES
Fees for visa application, evaluation, and processing are non-refundable even if the visa is denied. Acceptance of fees does not guarantee visa issuance.

PROCESSING PERIOD
Applicants may avail the regular processing which is five (5) working days or express processing which is two (2) working days from the date of acceptance of the application and payment of fees. The processing time may take longer, depending on the nationality of the visa applicant and/or the result of records verification in the Philippines, which needs a waiting period of at least 20 working days. Applications for multiple-entry 9B visas should be filed at least one (1) month prior to the intended date of transit to the Philippines.
The Embassy will not expedite the processing of 9B visas just to meet the applicant’s confirmed flight schedule. Visa is also not issued on the same day the application is received.
