Foreign seafarers signed on to a vessel arriving at a port of the Republic of the Philippines from any place outside Philippine territory, being employed in such capacity as needed on board that vessel and seeking to enter the Philippines solely for the purpose of fulfilling this duty are eligible to apply for a non-immigrant visa under category 9(C) of the Philippine Immigration Act of 1940, as amended. The foreign seaman must depart with his/her vessel or come aboard another vessel departing a Philippine port for another destination.  

Visas issued by the Philippine consular officer may be for an individual crew member or a single crew visa for all foreigners on the crew list of the foreign vessel arriving in the Philippines.

The processing period for the entry visa under this category is five (5) work days following the date of the embassy's acceptance of complete documentary requirements. Applicable fees are published in our Schedule of Fees in the appropriate section of this web site.


 

Individual Seaman's Visa for Marine Vessel

Foreign nationals who will join a vessel docked in a port in the Philippines should apply for a 9C seafarer's visa before travelling to the Philippines.   

The nationals of the countries listed below must have KITAS/KITAP in Indonesia for them to be able to lodge their 9C visa application at the Philippine Embassy in Jakarta :

Otherwise, these nationals can only file or lodge their visa application at the Philippine Embassy/Consulate in the country of their origin or place of legal residence (FSC 049-2019).

PROCEDURE

  1. Submit in person the visa application together with the documentary requirements at the Embassy’s Consular Section.
    Visa applications are received by the Consular Section everyday, except Saturdays, Sundays, and holidays, from 9:00 a.m. to 12:00 noon WIB, on a first-come, first-served basis. Prior appointment is no longer required. 
  1. After the application is filed and the corresponding visa fee is paid, visa applicants will be notified through email of the status of their visa application.


REQUIREMENTS

Applicants should be able to present the requirements with English translation, if written in any other language.

In all cases, the visa officer has the right to require additional documents not listed herein to establish facts and confirm information about the visa applicant and his/her purpose of travel.

  1. Duly accomplished visa application form (FA Form no.2)
    Original with wet / fresh signature of the applicant.
  1. Original passport and photocopy of its data page.
    The passport must be valid for at least six (6) months beyond the authorized period of stay in the Philippines. The passport must have at least four (4) blank pages for the visa and Philippine Immigration entry/exit stamps.
  1. 3.5cm x 4.5cm (passport-sized) colored photograph, preferably taken within the last six (6) months
    The applicant should be in decent attire and the photograph should be a headshot. 
  1. Personal appearance of the applicant
    Visa applicants whose country of origin / nationality is not included in Executive Order 408 should submit their application in person. See the list of countries included in EO408 through this link https://jakartape.dfa.gov.ph/consular-services/visa/visa-free-entry-to-the-philippines 
  1. Original and photocopy of the Seaman’s Book (data page and other relevant pages)

  2. Letter addressed to the Philippine Embassy from the Indonesian company
    Indicate the name of the vessel the applicant will be joining in the Philippines and affix a copy of the ID of the signatory
  1. Copy of the notarized letter from the agency in the Philippines and a copy of the ID of the signatory
  1. KITAS/KITAP (Stay permit)*
    To prove legal residence in Indonesia, *nationals of Algeria, Democratic People’s Republic of Korea (North Korea), East Timor, Egypt, India, Iraq, Jordan, Lebanon, Libya, Nigeria, Pakistan, Palestine, Somalia, Sri Lanka, Sudan, Syria, and Yemen should be able to present a stay permit, either KITAS or KITAP.

Fees for visa application, evaluation, and processing are non-refundable even if the visa is denied. Acceptance of fees does not guarantee visa issuance.

PROCESSING PERIOD 

Applicants may avail the regular processing which is five (5) working days or express processing which is two (2) working days from the date of acceptance of the application and payment of fees. The processing time may take longer, depending on the nationality of the visa applicant and/or the result of records verification in the Philippines, which needs a waiting period of at least 20 working days. 

The Embassy will not expedite the processing of 9C visas just to meet the applicant’s confirmed flight schedule. Visa is also not issued on the same day the application is received.

 

Crew List Visa for Marine Vessel

The shipping company or vessel owner can appoint any licensed agent as its local representative in the Republic of Indonesia and provide the agent with written authority as proof of its capacity to transact with the embassy for crew list visas. 

PROCEDURE

  1. The request for a crew list visa may be submitted personally by either the master of the vessel or representative of the manning/shipping agency in Indonesia, or through email by the manning/shipping agent in the Philippines.
    If personally filed at the Consular Section, the submission of application is everyday, except Saturdays, Sundays, and holidays, from 9:00 a.m. to 12:00 noon WIB, on a first-come, first-served basis. Prior appointment is no longer required.

    If the manning/shipping agent is based in the Philippines and has no local agent in Indonesia, the application and supporting documents may be emailed to This email address is being protected from spambots. You need JavaScript enabled to view it. with the subject “CREW LIST VISA APPLICATION - (name of vessel)”.  Payment can be made through bank transfer. Bank transfer charges by the Philippine bank and Indonesian bank should be borne by the client. The Embassy’s bank details (Rupiah account) will be given if the submitted documentary requirements are complete. 
  1. If the visa is approved/issued, the Embassy will email the crew list visa in PDF to the applicant. The original crew list visa should be claimed from the Embassy for submission to the Bureau of Immigration at a later date. 

 REQUIREMENTS

  1. Request letter from the Shipping Company or Manning Agency
    Address the letter to the Embassy’s Consular section. If submission is through email, send the letter in PDF format.
  1. Accomplished FA Form No. 61 Crew List Visa Application Form 
    1. Accomplished form with the names and e-signatures on Part E and Part F
    2. Indicate the name of Issuing Post on the upper left corner of the sheet
    3. Indicate number of Total Crew including Master and Foreign Crew,
    4. Details of voyages on Part B, C and D must be complete
      1. If there is no known succeeding voyage (Part D), please input any tentative ports/location and tentative dates of departure and arrival. Do not leave blank and do not use “N/A”
    5. Date format should be DD/MMM/YYYY (e.g. 08 JAN 2023) 
    6. Submit accomplished application form in excel format whether submitted personally at the Consular Section or through email.
    7. List all the names of foreign crew members, whether disembarking or not.

    1. To be accomplished and signed by each foreign crew member with signature and attach a recent photo with white or light-colored background, taken within the last three (3) months, size 3.5cm x 4.5 cm.
    2. If submission is through email, send in PDF format. Scan in one file and arrange according to how the names are listed in the Form 61.
  1. Copies of valid passport data page

  • With foreign crew members not more than 40: Rp 1,820,000.00
  • With 41 to 100 foreign crew members: Rp 2,730,000.00
  • With 101 to 200 foreign crew members: Rp 3,640,000.00
  • In excess of 200 foreign crew members: Rp 4,550,000.00
  • ADDITIONAL IF for expedited processing: Rp    182,000.00

PROCESSING PERIOD

If submission is through email, the Embassy will wait for the payment to be reflected in the Embassy’s bank account before processing the application.

General Procedure for Filing a Crew List Visa (FSC No.01-2015)
  1. Using Excel and a computer, local shipping agent fills-out details of all foreign crew members of the vessel in F.A. Form No. 61's appropriate sheet. He/she then completes Part-A to Part-E of the "Application for Crew List Visa". Agent sends the Excel file to vessel captain for review.
  2. Vessel captain reviews crew list details in Excel file. Satisfied with the entries and information therein, captain affixes his/her electronic signature on Part-F of the crew list application form Excel file and emails the file back to the agent.
  3. Shipping agent sends the Excel file via email to the embassy/consulate and prints 3 sets of the corresponding Excel sheets. He/She then brings all support documents of the foreign crew to the Philippine Embassy/Consulate and affixes his live signature on Part E of the three printed sets of the application form at the Consular Section.
  4. After initial assessment by consular staff, agent pays the necessary consular fees and waits for official receipt to be issued.
  5. Embassy/consulate issues official receipt with indicated date of visa release.
  6. Agent comes back to the embassy/consulate on date and time of visa release to claim the crew list visa (original for vessel, 1 extra set for agent). Third set is retained by embassy/consulate as file copy.
