The birth of a child in Indonesia to parents at least one of whom possesses Philippine citizenship (at the time of the child’s birth) must be reported to and registered with the Philippine Embassy, which is authorized to act as civil registrar abroad.
After registration, the Philippine Embassy transmits the Report of Birth, through the Department of Foreign Affairs (DFA), to the Philippine Statistics Authority (PSA), which is the central repository of civil registry documents in the Philippines.
WHO MAY REPORT
- Either or both parents
- Attendant at the hospital, clinic or any similar institution where the birth occurred
- Any person who have direct knowledge of the facts of birth
WHEN TO REPORT
Ideally, the informant should report the birth to the Philippine Embassy within one (1) year from the date of birth1 of the child to avoid delay in the registration. Delayed registration (beyond 1 year from the time of birth of the child) entails additional documentary requirements, procedures, and fees.
For those seeking delayed registration of birth, a posting of public notice2 at the Embassy’s bulletin board for a period of not less than ten (10) days will be undertaken by the Consular Section. If after 10 days, no opposition to the registration was received by the Embassy and upon evaluation, the Consular Section is convinced of the veracity of the application, then the delayed registration of birth will proceed.
PROCEDURE

- Submit the complete requirements below to the Consular Section of the Philippine Embassy. The filing time of the application, including payment of fee, can be checked on this link.
- After five (5) working days, claim the personal copy of the ROB from the Consular Section.
Once the dispatch details of the ROB are provided by the Department of Foreign Affairs’ Office of Consular Affairs - Civil Registry Division (OCA-CRD), the Embassy will notify the informant of the dispatch details through email. The dispatch details include the reference number used to obtain the ROB from the Philippine Statistics Authority (PSA).
REQUIREMENTS
- Personal appearance of the informant with a valid government-issued identification card (e.g. passport, KTP, or any ID card with photo and signature).

2.1. Original and four (4) photocopies of Birth Certificate issued by the Pencatatan Sipil (Indonesian Civil Registry Office) and a corresponding Apostille Certificate issued by the Indonesian Ministry of Law and Human Rights (KEMENKUMHAM).
2.2. Original and four (4) photocopies of proof of citizenship of parents e.g. passport.
2.3. Original and four (4) photocopies of PSA Marriage Certificate or Report of Marriage of Parents or authenticated/Apostille Certificate of the foreign marriage certificate.
If the parents are not married but intend to use the surname of the father, submit an Affidavit to Use the Surname of the Father (AUSF) to be executed by the mother and an Affidavit of Admission of Paternity(AAP) to be executed by the father.
2.4. If delayed registration, i.e. the child is already more than one (1) year old:
1. Two (2) notarized Affidavit of Delayed Registration
The affidavit should explain the reasons for the delay in registration. It can be executed by the informant and notarized by the consular officer of the Philippine Embassy. If the informant opts to avail of the services of a notary public in Indonesia, the notarized affidavit must be accompanied by an Apostille Certificate from the Indonesian Ministry of Law and Human Rights (KEMENKUMHAM).
2. Two (2) notarized Joint Affidavit of 2 disinterested persons
The joint affidavit should be executed by persons who have direct knowledge of the facts of birth. If the affiants opt to avail of the notarial service of the Embassy, the personal appearance of the affiants with valid government-issued identification card is required at the Consular Section. If the affidavit is notarized by an Indonesian notary public, the notarized affidavit must be accompanied by an Apostille Certificate from the Indonesian Ministry of Law and Human Rights (KEMENKUMHAM), and the personal appearance of the affiants at the Consular Section is not anymore required.

PROCESSING PERIOD
The personal copy of ROB for the applicant/informant will be available after five (5) working days from the date of the Consular Section’s acceptance of the complete set of documents.
For irregular cases of vital event registration that needs additional assessment and evaluation by the consular officer, the processing period will take longer than five working days. Depending on the nature of the facts of birth that ought to be established, additional documents might be required by the consular officer on a case-to-case basis.
