A Marriage License may be issued to couples who are both Filipino nationals wishing to get married at the Philippine Embassy in Jakarta in accordance with the Family Code of the Philippines.

Both parties must submit the requirements relevant for their particular circumstances and pay applicable fees. Original documents are required to be presented at the Embassy for marriage license application. The same will be returned after examination and evaluation by the consular staff in-charge.

Pursuant to Article 17 of Executive Order No. 209, a notice on the impending marriage of the contracting parties shall be publicly posted for ten consecutive days. The marriage license shall thereafter be issued after the completion of the requisite period of publication.

Marriage License Requirements For a Filipino Who Has Never Contracted Marriage

1.) Duly accomplished application form for marriage license
2.) Valid proof of identification or PHL passport and one (1) photocopy
3.) Authentic PSA-issued Birth Certificate apostilled by DFA  – Original and one (1) photocopy
4.) Authentic PSA-issued Certificate of No Marriage (CENOMAR)* apostilled by DFA  – Original and one (1) photocopy
5.) Two (2) Passport-sized photos (2x2 in inches with white background) 

Additional requirements for Single Filipinos between 18-25 years old:

  • Affidavit of Parental Consent/Advice
    For 18-20 years old – Affidavit of Parental Consent
    For 21-25 years old – Affidavit of Parental Advice

Notes:

If the parents are in the Philippines, the Affidavit of Parental Consent executed in the Philippines must be notarized by a Filipino notary public, then authenticated by the DFA.
If the parents are abroad, they can execute the Affidavit of Parental Consent at the Philippine Embassy.
If a parent is deceased, please submit corresponding authentic proof of death.

  • Marriage Counseling Certificate issued by a minister, counselor or any qualified authority in the community.

 

Marriage License Requirements For a Divorced Filipino

IMPORTANT: Only Filipinos whose divorce is already recognized by a Philippine Court may apply for Marriage License.

1.) Duly accomplished application form
2.) Valid proof of identification or PHL passport and one (1) photocopy
3.) Authentic PSA-issued Advisory on Marriages apostilled by DFA – Original and one (1) photocopy
4.) Authentic PSA-issued Marriage Contract or Report of Marriage to previous spouse with annotation on divorce apostilled by DFA – Original and one (1) photocopy
5.) DFA-authenticated Judicial Recognition of Foreign Divorce issued by a Philippine Court with Certificate of Finality – Original and one (1) photocopy
6.) Two (2) Passport-sized photos (2x2 in inches with white background) 

 

Marriage License Requirements For a Filipino whose marriage was Annulled in the Philippines

1.) Duly accomplished application form 
2.) Valid proof of identification or PHL passport and one (1) photocopy
3.) Authentic PSA-issued Advisory on Marriages apostilled by DFA – Original and one (1) photocopy
4.) Authentic PSA-issued Marriage Contract or Report of Marriage with annotation apostilled by DFA – Original and one (1) photocopy
5.) DFA-authenticated Judicial Decree of Annulment issued by a Philippine Court with Certificate of Finality – Original and one (1) photocopy
6.) Two (2) Passport-sized photos (2x2 in inches with white background) 

 

Marriage License Requirements For a Widow/Widower

1.) Duly accomplished application form
2.) Valid proof of identification or PHL passport and one (1) photocopy
3.) Authentic PSA-issued Advisory on Marriages apostilled by DFA  – Original and one (1) photocopy
4.) Authentic PSA-issued Marriage Contract or Report of Marriage apostilled by DFA  
5.) Authentic Death Certificate of Deceased Spouse apostilled by DFA 
6.) Two (2) Passport-sized photos (2x2 in inches with white background)  

  • DFA-authenticated PSA-issued Death Certificate if former spouse is Filipino
  • Death Certificate of foreign spouse verified/certified by Ministry of Foreign Affairs/Embassy of foreign spouse

 

NOTE:

*: Marriage license applicants are reminded to make sure that their personal details (i.e. name of applicant, date and place of birth, name of parents) appearing in the CENOMAR should match the same fields in their birth certificate. The certification of PSA that the individual concerned has no record of marriage does not have an expiry date. However, as the fact being certified can change over time, the CENOMAR should be submitted as a support document to the Consular Section within six (6) months of its issuance which is considered a reasonable period within which the bearer has plausably not changed his civil status.

The application for a marriage license requires personal appearance as documents need to be sworn and subscribed to before the consular officer.
