(24 October 2023, Jakarta) Renowned legal expert and former Supreme Court Senior Associate Justice Antonio T. Carpio delivered a presentation entitled “2016 Arbitral Award Forum: Philippine Island Territories in the West Philippine Sea under International Treaties" at the Museum Kebaharian Jakarta (Maritime Museum Jakarta), Indonesia.

The discussion and open forum was participated by students and officials from partner universities of the Maritime Museum Jakarta. 

The event was a joint collaboration between the Philippine Embassy and Maritime Museum Jakarta.

In the Ambassador’s opening remarks which was delivered in Bahasa Indonesia, Ambassador Jamoralin thanked the Maritime Museum Jakarta for their support in co-organizing the event.   Maritime Museum Director Mis’ Ari, in her remarks, expressed the Museum’s appreciation for the Philippine Embassy’s initiative of inviting Justice Carpio to deliver his presentation at the Maritime Museum and  welcomed future collaborations between the Maritime Museum Jakarta and the Philippine Embassy.

The Maritime Museum officials gave Justice Carpio a tour of the Museum to showcase traces from Indonesia’s history as a maritime and archipelagic nation. 

The lecture of Justice Carpio is the result of his research to establish the Philippines’ territorial claims over the Spratlys and Scarborough Shoal through the old maps used by the Spanish and American colonial authorities – the 1734 Murillo Velarde Map, the 1657 Sanson Map, and the 1752 D’Anville Map – all of which played a key role in defining the extent of the Philippine archipelago and clearly displaying the inclusion of the subject islands within its maritime boundaries. He emphasized the 1898 Treaty of Paris between Spain and the US, the 1900 Treaty of Washington between Spain and the US, and the 1930 Treaty between the US and UK as the official bases in establishing the map of the Philippine territory.  

The conduct of the “2016 Arbitral Award Forum: Philippine Island Territories in the West Philippine Sea under International Treaties" at the Maritime Museum Jakarta is part of the 2-day lecture series (23-24 October 2023) organized by the Philippine Embassy to commemorate the 7th Anniversary of the 2016 Arbitral Award and to promote the rules based international legal order based on the UN Convention on the Law of the Sea.  The event is also part of the month-long celebration of the 2023 Maritime and Archipelagic Nation Awareness Month (MANA Mo) last September 2023. 

A book entitled “Philippine Sovereign Rights and Jurisdiction in the West Philippine Sea” was published by Justice Carpio in 2017 which collated over 140 lectures and speeches delivered by Justice Antonio Carpio on the South China Sea in various fora in the Philippines and abroad. END.
